I am having trouble getting this pattern. It does not show up in the cart despite that it says that it is in the cart. What is the problem?

Hi, I am fairly new at sewing and have a couple questions. What are the short double lines on the seams of the front and back pieces for? Also, when I lay the pieces out on top of each other the seams do not line up. Is it supposed to be this way?
